We are seeking a driven person who holds, or is working towards, a facilities or general management discipline. The ideal candidate must also be a member of a professional body aligned to the Built Environment.

Job purpose

As the Chief Officer for the service, to align the soft services provision to the operating model for FM as defined by the FM Strategy, Property Strategy, and Accommodation Strategy. To lead the service through its managers in delivering soft services FM to industry best standards in supporting an Agile Workspace
To adopt a culture of continuous improvement and adopting models of management good practice in reviewing the level of service given to the organisation
Setting the priorities in your service against the wider needs of the business and planning and managing resources
Managing soft service FM budgets by establishing robust monitoring and reporting procedures
Communicating with the Council and its stakeholders to fully understand the issues presented by the workspace through a variety of formal and informal means
To manage a team of circa 35 staff by means of clear objectives and outcomes and to ensure high standards of performance and attendance is achieved through the setting of high standards of personal integrity and supporting managers in using HR policy and procedure to manage overall performance
Ensuring that safe systems of work are in place for all soft FM activities
Civil emergencies: To support the Council’s role in planning for and responding to civil and council emergencies
Information management: To ensure the Council’s data quality and information rights compliance by managing the administration of information, application systems, technology, and staff
Health and safety: To be fully familiar with the Council’s Safety Policy and Codes of Practice and guidance relating to their area of work

Essential candidate criteria

To hold, or be working towards, a postgraduate degree or diploma in Facilities Management or a general management discipline, or holding a first degree (Bachelor) in one of those disciplines
Membership of a professional body aligned to the Built Environment (such as, but not limited to, MRICS, MIWFM, MCIBSE et al)

Desirable candidate criteria

Health & Safety based qualification (IOSH, NEEBOSH)
Project Management or lean programming qualification (6Sigma, Kaizon, MSP, PRINCE2)
Experience of managing soft FM services and teams of staff across a dispersed and diverse estate that supports a variety of functions and operations
Experience of developing and implementing FM strategy and Target Operating models
Experience of managing significant revenue and capital budgets
Experience of implementing agile working and space utilisation strategies
Experience of a Corporate Landlord Model of the operation of the estate
Briefing Client experience in the development of capital projects
Experience of whole life-cycle procurement of FM services
Knowledge of wider property strategy and its impact on FM operations
Knowledge of CAFM systems and their application to FM performance management
