Working on behalf of a Local Authority, Aatom Recruitment has an opportunity for a Business and Policy Manager (PO2) on a 2 month's contract with a possibility of an extension.

Job Purpose.

Reporting to the Head of Business Support, the Business and Policy Manager will drive efficiencies and performance in their Directorate, supporting the Leadership Team on the development of policy, process re-design and co-ordination and oversight of administrative support across the Directorate. The role will combine being a proactive problem solver with exceptional communication skills and a meticulous attention to detail, with being a strategic thinker to re-imagine service delivery. Given the changing nature of the executive landscape, the Business Manager will be relied upon for flexibility and foresight, while maintaining confidences related to high-level systems and operations with utmost confidentiality and integrity.

Main Accountabilities.

To manage the office of the Strategic Director, including all Executive Support employees, to ensure a consistent and efficient service is provided at all times.
To manage the administrative and business support teams and functions within the Directorate, including leading on the re-design and performance management of these services to ensure a more efficient and effective service is provided which is consistent across all areas of the Council.
Provide policy analysis and insight to support transformation programmes within the Directorate, including pro-active research into legislative changes.
Pro-actively provide personal research and analysis support for the Strategic Director on a wide range of topics, anticipating and preparing relevant information and documents and making necessary arrangements on behalf of the Strategic Director - to ensure that they are prepared and briefed for all commitments at local, regional and national level.
Produce formal documentation, including reports and papers on behalf of the Strategic Director, to report progress and updates on key matters to key stakeholders (internal and external) ., Cabinet, Overview & Scrutiny Performance Board, Corporate Business Board, Senior Leadership Team, Public.
To be responsible for the gathering, interpretation and presentation of key Council performance data to the Directorate to ensure the delivery of the Council's Corporate Plan, including leading on the Directorate Forward Plan and associated Leadership Team to ensure the timely production of key reports and information to senior employees.

Knowledge, Skills and Experience.

A level 6 (. degree) or recognised business or management qualification, or equivalent business management experience and training
Demonstrable commitment to Continuous Professional Development (CPD)
Ability to learn new software as utilised by the County Council and appropriate to the successful discharge of duties
Expert knowledge of the tools and techniques used to successfully manage a business function including development and adherence to SLAs, KPIs, performance and corporate reporting and customer focus.
Specialist knowledge of process redesign, with the emphasis on efficiency and better outcomes for customers
Specialist knowledge using research and analysis, including on national legislation and policy
Substantial experience of leading and managing teams to provide excellent standards of business support at a senior level within a large and complex organisation
Significant experience of service and process redesign of business support functions to realise efficiencies and better outcomes for users, including the adoption and implementation of digital solutions.
Significant experience of working directly with senior Directors, Boards and Leadership Committees, senior organisational leaders ., Council Members, Senior Management teams and staff.
