Our public sector client are recruiting for an External Communications Officer on a temporary basis for a 6 month interim contract. The position is based in Dundee or Glasgow but given the current restrictions, colleagues are currently working from home. This is a full time post working Monday to Friday, 37 hours per week, with a daily rate of £250 - £300.

Due to the nature of this role, successful applicants will require a Basic Disclosure certificate issued within the last 12 months.

The successful applicant will act as an account manager for a number of benefit workstreams, partly embedding themselves within a multi-disciplinary service design team to ensure that efficient, effective, clear and consistent communication and marketing is a key consideration in our approach to developing this new system.

As an External Communications Manager you will be responsible for creating detailed communications and marketing plans for their accounts, taking these plans through internal governance and then ensuring the plan is delivered on time and within budget.

The External Communications team will play an active role in media management on benefit specific issues. This will include proactive PR and also any reactive enquiries. They will be part of an on call media rota. The External Communications Manager will contribute to the ongoing evaluation of the teams outputs and will use this analysis to influence work plans.

Roles and Responsibilities
Support the establishment of a wider Strategic Communications and Marketing team that is viewed as value adding, effective, friendly, flexible and approachable.
Management of a number of benefit accounts - establishing regular meetings and managing day to day relationships with key contacts.
Creation of coordinated communication and marketing plans using insight and analysis to develop and deliver creative communications plans, advising on the best messages, methods and channels to reach and influence audiences both internally and externally.
Manage ongoing measurement and evaluation of benefit communications and marketing plans to make sure we continually improve and get best value from our resources.
Delivering proactive media activity and managing reactive enquiries (including on call responsibility).
Provide credible and authoritative communications advice and support to colleagues, including senior leaders.
Work flexibly with colleagues in our creative services and corporate communication teams to deliver an integrated external and internal communications model across multiple platforms and channels.
Essential Criteria
Current or recent experience of working in a leadership role in a communications environment, using insight to identify target audiences, and setting/delivering on communications/engagement objectives using a wide range of different channels.
Experience of strategic communications planning and management of delivery with a proven track record of delivery across PR, marketing and digital channels, using a programme of continuous improvement and learning.
Experience of working well with stakeholders at various levels of seniority (internally and externally), with an ability to influence and collaborate effectively.
Excellent organisation skills and ability to coordinate communications activity being delivered across multiple teams.
Desirable Criteria
Experience of working with DWP or other UKG Department on communications
Account management experience.
