The Strategy and Planning Directorate is responsible for developing the future vision and direction for Highways England, both in respect of its management of the Strategic Road Network (SRN) and the development of Highways England as an independent, government owned company. The Strategic Projects Division was set up to lead and deliver a variety of cross-cutting programmes, from the procurement of a new free-flow charging system to collect income at the Dartford Crossing, to Highways England's response to nationally significant third-party infrastructure, to delivering our corporate change programme.
The Strategic Projects and Business Improvement Group is responsible for developing and managing HE's corporate transformation programme; developing and managing the corporate process management system and supporting delivery of cross-organisational business improvement projects and initiatives.
The Programme Manager will be responsible for designing, embedding and running proportionate programme controls (planning, governance, reporting, dependency
management, risk management and benefit management) to provide the SRO and Highways England Executive team clear progress reporting, incisive analysis and advice on the enterprise-wide change programme (currently HE2025)
Internally the role holder will build and maintain constructive working relationships with Directorate leads for directorate, strategic and cross-cutting change in order to map the individual change to provide an enterprise-wide view of HE's transformation. The post holder will support the integration of change initiatives ensuring that work is aligned at corporate level.
The post holder will be responsible for analysing complex information drawn from multiple sources, interpreting it and providing clear advice (through reporting) to the SRO and Highways England's Executive team.
The post holder will establish and manage a regular drum-beat of governance for the programme, providing not only programme reporting but scheduling deep-dive sessions on aspects of the programme to facilitate oversight and management of the programme by the Executive.
The post holder may also lead or support one or more areas of cross-cutting change for the programme, using change management skills to deliver sustainable change within the business.
The role holder will promote the programme and build reputation through visible and effective partnerships with senior leaders across the organisation, and other affected key strategic stakeholders at a senior level.

Establish and run suitable governance to oversee and take decisions on the HE2025 programme escalating risks and issues through existing company governance
Maintain and report on the enterprise-wide transformation roadmap, ensuring dependencies, conflicts and impacts of the change are clearly articulated
Defining and commissioning information requirements from Business Partners to achieve efficient collection of information from organisational change programme leads. Analysing data and intelligence from organisational change programmes to provide regular insight to HE Executive Team.
Supporting HE2025 communications by providing information and drafting content.
Leading or supporting discrete cross-cutting change projects

This role will have several business partners reporting progress to it, and may have line management responsibility as the programme develops.

Experience within a business change environment, not only delivering outcomes but evidencing the ability to take a strategic approach and understanding
