Band 8b NHS Operations Manager

Preference:Candidates will preferably have experience in planned care

Location: Ipswich and Colchester locations. Please note the successful candidate will need to be flexible to work at both locations

Type of role: Interim (Temporary)

Start date:Must be able to start within 2 weeks (of Tuesday 9th July 2019)

Duration of the role:This is expected to be up to early September and maybe longer

Band:8b

Pay Rate:

£28.02 to £34.46 paye including holiday per hour or

£31.89 to £39.22 umbrella per hour depending on skill and experience.

£210.15 to £258.45 paye including holiday per day or

£239.17 to £294.15 umbrella per hour depending on skill and experience. Please note the daily rate is based on 7.5 hours per day.

Working days and hours:Full time hours, this is expected to be 9.00am to 5.00pm and the client is open to being flexible.**Responsible for**: Line management of staffing groups within the specialties

Key Relationships with:-

Internal:Lead Matron, Clinical Delivery Lead, other Operations Leads, Clinicians, Ward Managers

External:Patients and Carers, CCG representatives, Social Services representatives

Purpose of Role:

  • The Operational Manager has responsibility for managing all aspects of operational delivery within the relevant clinical specialties of the Trust to agreed quality standards and within the resource and income base available, to support the Trust’s development as a clinically led organisation.
  • The Operational Manager will lead on the development, implementation, establishment and review of performance management systems within the relevant clinical specialties – it is critical that this is done collaboratively with other Clinical Specialties within the Division and across the other Divisions

This means specific accountability to:

  • Ensure that service delivery standards are achieved (for instance, wait time milestones)
  • Work collaboratively with the Divisional Director, Head of Nursing and Clinical Services, Head of Operations, Clinical Delivery Leads and other colleagues to ensure that service delivery and improvement plans are developed, implemented and reviewed
  • Ensure that financial controls are established and maintained within Clinical Specialty
  • Act as a champion for patient safety, operational effectiveness and quality
  • Work in partnership with colleagues across the Trust to drive the achievement of the Trust’s corporate goals and business plan, including the achievement of all Clinical Specialty performance standards incorporating quality, safety, contractual, financial and people
  • Act as an ambassador for the Trust, ensuring the positive development of the Trust brand, championing the Trust’s values and ensuring the recognition of the Trust in providing exceptional healthcare for patients
  • Working with a complex set of specialities with high inpatient bed requirements and complex pathways for cancer or high-volume speciality referrals
  • Deliver focused attention to speciality achievement (for example the 18 week and cancer targets) across the complex specialties
  • Delivery of potentially competing requirement for the specialities
  • Maximise activity in specialties where current practice shows lower levels of adherence to national benchmarks, use innovation to design pathways to enhance practice in this field with clinical staff leading pathway designs

Key Responsibilities:

Leadership

  • Provide visible operational leadership to Clinical Specialty and promote continual improvement in quality, performance and delivery of Trust objectives
  • Lead the establishment of accountability structures within Clinical Specialty ensuring that responsibility is delegated appropriately so that decisions can be taken as close to service provision as possible
  • Lead, manage and motivate staff within Clinical Specialty to deliver and improve services so meeting the needs of patients
  • Line management of administrative staff within Clinical Specialty, either directly or through delegated responsibility
  • Develop the business and planning processes throughout Clinical Specialty to deliver services to required standards and within the available resource base
  • Participate in the Senior Manager on-call rota

Service Delivery and Improvement

  • Ensure the efficient organisation of clinical and non-clinical services (including theatre scheduling where applicable) within Clinical Specialty, making best use of capacity to deliver activity within the terms of the Trust Service Level Agreements (SLAs) and with cost effective utilisation of staff and non-pay resources
  • Review national and local policies and assess local service delivery against these in collaboration with the Head of Operations - where necessary, develop and implement action plans with the clinical service providers to ensure service models meet recommendations and standards (e.g. National Service Frameworks, NICE guidance, Improving Outcomes Guidance etc)

Financial and Performance Management

  • Operate as accountable budget holder for the Clinical Specialty budget and be accountable for all pay and non-pay expenditure
  • Ensure that budgets are managed in accordance with the Trust’s Standing Financial Instructions, working collaboratively with the Finance lead, taking action where necessary to prevent or address variance in performance, and to incorporate recommendations of internal and external audit
  • Ensure Clinical Specialty meets the required performance standards, e.g. 98%, A&E target, elective waits, cancer standards
  • Support the development of future year SLAs through sharing activity and development plans with the SLA Manager

Risk Management and Governance

  • Support the Head of Nursing and Clinical Services, Lead Matron and Clinical Lead in the delivery of the governance plan for Clinical Specialty
  • Work collaboratively with colleagues to address complaints and incidents appropriately – lead the learning from such events to ensure that learning is achieved across Clinical Specialty

Essential Experience

  • Proven experience of working in a Band 8b Operations Management in the NHS
  • Leading service changes to improve performance
  • Responsible for a budget and budget setting
  • Identifying and interpreting national policy and implementing required changes
  • Business case development and annual planning, longer term planning

Essential Knowledge

  • Financial procedures including budget setting and working knowledge of financial processes
  • Business planning /annual planning/long term planning
  • In depth understanding of change management
  • Able to use IT systems including Microsoft Office
  • Strong understanding of the current NHS agenda and healthcare policy
  • Knowledge of service improvements/transformation and project management
