Job Title - Strategic Head of Fire Safety
Pay rate - £ - £ per hour
An opportunity has become available for a Strategic Head of Fire Safety with Southampton City Council.
The purpose of the role is:
To promote fire safety and act as the technical fire safety expert and appointed Competent Person for the organisation.
To lead on implementing the asset management responsibilities in relation the Building Safety Bill, Fire Safety Bill, and Social Housing white paper.
Lead on all fire safety matters for the Council, taking a forward-thinking strategic view on where SCC needs to be in the medium (5 years) and longer terms (10 years).
To support the development of policies, procedures and processes that ensure SCC meets all relevant legislation and regulation and ensure that all fire safety management activities of the Council are compliant with all relevant regulation and best practice.
Take a core role in ensuring SCC meets its current and future obligations under Health and Safety, Fire safety and Building Safety laws.
The right candidate for this role will have the following essential skills, experience, and knowledge:
Educated to degree level or equivalent.
Must hold a valid nationally recognised fire safety qualifications such as - NEBOSH National Certificate in Fire Safety and Risk Management, Institute of Fire Engineers (IFE) Level 3 Diploma or similar as a minimum.
Must be a professional member of Institute of Fire Engineers (IFE), Institute of Fire Safety Managers (IFSM) or similar. Member level (MIFireE or MIFSM) as a minimum.
Minimum of 5 years' experience in the fire safety industry with demonstrable track record as a leader in this area.
Strong experience of effectively managing contractors and of implementing measures to improve a fire safety culture.
Thorough understanding of forthcoming changes to fire safety legislation and the impact on the business.
Possess a comprehensive understanding of fire safety requirements of housing organisations (including MHCLG guidance)
Ability to explain complex information to a range of internal and external stakeholders (. residents, colleagues, members)
Have extensive, demonstrable knowledge of the following:
- The Regulatory Reform (Fire Safety) Order 2005, relevant fire safety guidance documents and standards.
- Active and passive fire safety measures, relevant British Standards.
- The fire risk assessment process including recent changes to PAS79.
- Working with external and internal stakeholders in relation to fire safety, such as the Fire Service.
- Quality assuring remedial works in relation to fire risk.
